Regulation 1257/2013/EU on ship recycling

Inventory of hazardous materials is a structured system to control hazardous materials onboard ships and achieve compliance with the Hong Kong Convention for the Safe and Environmentally Sound Recycling of Ships.

The Inventory of Hazardous Materials is developed in order to provide information on hazardous materials actually present on ships so as to facilitate the use of information by Ship Recycling Facility during recycling and to decide how to manage the hazardous materials in a safe and environmentally sound manner. The Inventory of Hazardous Materials is to be developed on the basis as shown in Appendix 1 of Annex 2 of the Regulation including the following three parts:

Part I: Materials contained in ship structure or equipment (including three categorization)

  • I-1: Paints and coating systems
  • I-2: Equipment and machinery
  • I-3: Structure and hull

Part II: Operationally generated wastes

 

Part III: Stores.

 

The implementation of the Regulation besides the compliance with legislation helps the relevant parties such shipowners, shipyards and suppliers to minimize risks, potential liabilities, and enhance the safety of the ships’ crews by identifying, recording and controlling hazardous materials onboard.

A comprehensively compiled Inventory of Hazardous Materials will also assists relevant parties with in-house environmental management systems compliance and help demonstrate the commitment to safe and environmentally sound practices at the end of the ship’s life.
